For that to be useful, two things would have to be true:
The problem would have to be big enough for it to be worth Amazon’s man-hours developing and maintaining a solution
Enough recipients would have to be willing to go through the hassle of reporting (for Amazon’s benefit, not their own) instead of just tossing the empty package and moving on with their day
