You’re misunderstanding the meme, Idk if willfully so since OP has already clarified it for you but that’s not what it is saying. Reading the ape as a viet cong is a reach and you should let this go.
I am against animal agriculture for the same reason I am against sexism, racism, ableism, classism and homophobia.
The circumstances of a creatures birth does not dictate what it is “meant for”, every one deserves to live happy, healthily and with dignity, but some simply want to live.

Monkey meat is a common food in Veitnam. , this and dog meat is normal in many Asian countries. It’s a cultural norm for a species indigenous to the reason, kinda like every cultures food.
If you think it’s wrong or immoral, I’d suggest doing some thinking on what exactly is the difference from eating cow, sheep, chicken or pig. Either all animals are fair game or they aren’t. It would be hypocritical and racist to ignore or limit another cultures traditions.
Using a fancy steamer would work great but I keep lo-fi with just a wire rack. Fill your standard pot about a third with water and the rack, then once it’s boiling set dogs in for 4-5 minutes, covered. Really until they are hot but won’t take much. Then set buns in for 2ish minutes to heat and you’re all set.
It’s basically how street hot dog vendors do it. Miles tastier than boiling where flavor goes down the drain with your water.

Random Pro Tip
Steam your hot dogs and buns. Idk I just tried it the other day and light-years better than boiling.

So if I don’t use it I’m dead?
