

Shining Path is a mostly CIA funded terrorist group created to delegitimize the center-left goverment of Alan Garcia (due to his pro-soviet foreign policy, Garcia and the APRAista party turned full neoliberal by 1988 and even their guerilla/paramilitary organization, Commandos Rodrigo Franco, turned from a left-wing group to a death squad) and the far-left guerrilla movements of the 1980s and 1990s. When the CIA money dried up and the Fujimori dictatorship stopped funding them, they became basically a drug cartel with a bunch of splinter groups.

A lot of their actions is based around what they can do to sabotage and divide the left in Peru (which is usually divided into three groups; Rural, Urban and the Ethnocarcerists/Velascoist/Army), meanwhile they sell drugs and help the Lima elite by attacking rural communities and Incan communities.
