Zootopia 1 was about the government and police fabricating the crack epidemic to lever racial divides for control, don’t drop that nonsense here. Sure, they embrace reformism but expecting Judy Hopps to say “fuck the state” and shank the mayor in the throat before joining the resistance is a bit much.
That said, I haven’t seen Zootopia 2 so maybe they regressed.
Hopps broke so many laws, especially at the end when she returns as a private citizen to ‘take down the bad guys’… along the way she fabricated probable cause, swapped IOUs with a gangster, it’s implied that the DMV guy who gave her data without a warrant gets a pass at the end of the movie… But it’s ok that she did that stuff because she wasn’t granted full access and she’s a good guy.
It’s very much an ‘ends justify the means’ story,
