In my country, almost any group travelling together is going to speak on a long-haul bus or train, many of them most of the time. And lots of people make phone calls. There have to be designated quiet coupés (or open rail cars since coupés are falling out of fashion). They are experimenting with making them first-class only, very asinine given the ticket price difference and the near-zero cost of 🔇 stickers as opposed to the cost of a railcar
